За рік повномасштабної війни росія завдала збитків інфраструктурі України на майже $144 млрд

Станом на лютий 2023 року загальна сума збиткiв, завдана iнфраструктурi України через повномасштабне вторгнення росiї, збiльшилася ще на $6 млрд i складає $143.8 млрд (за вартiстю замiщення). За оцiнкою експертiв проєкту KSE «Росiя заплатить» продовжують зростати збитки таких сфер як iнфраструктура, освiта, енергетика, транспорт, торгiвля та охорона здоров’я. KSE Institute оприлюднив рiчний звiт про збитки, нанесенi Українi у вiйнi, яку розпочала Росiя. В понедiлок, 20 березня, вiдбулася презентацiя та обговорення за участi заступницi Мiнiстра розвитку громад, територiй та iнфраструктури України Олександри Азархiною та голови Агентства вiдновлення та iнфраструктурних проектiв Мустафи Найєма. Даний захiд та проведена оцiнка прямих фiзичних пошкоджень є активностями Good Governance Fund проєкту «Розвиток спроможностi Уряду щодо оцiнки втрат та збиткiв вiд вiйни, та потреб у вiдновленнi», який реалiзується Київською школою економiки у спiвпрацi з Abt Britain, та за пiдтримки уряду Великої Британiї (UK Aid). Оцiнка здiйснена в рамках Нацiональної ради з вiдновлення України вiд наслiдкiв вiйни спiльно з Мiнiстерством розвитку громад, територiй та iнфраструктури, Мiнiстерством охорони здоров’я, Мiнреiнтеграцiї та у спiвпрацi з iншими профiльними мiнiстерствами та Нацiональним банком України. Сума збиткiв вiд руйнувань житлового фонду на рiвнi $53.6 млрд. Загалом пошкоджено або зруйновано понад 150 тис. житлових будинкiв, серед яких приватнi, багатоквартирнi будинки та гуртожитки. На другому мiсцi за сумою завданих збиткiв — сфера iнфраструктури. За пiдсумками року повномасштабної вiйни збитки цiєї сфери оцiнюються у $36,2 млрд. Протягом цього часу через вiйну було зруйновано або пошкоджено понад 25 тисяч кiлометрiв дорiг державного та мiсцевого значення та 344 мости та мостовi переходи. За даними Мiнрозвитку громад та iнфраструктури, за 2022 рiк на дорогах державного значення було вiдновлено проїзд через 78 мостiв. Найбiльше вiдновлено в Київськiй (20 з 24 об’єктiв) та Чернiгiвськiй (20 з 27 об’єктiв) областях. У 2023 роцi вiдновлено проїзд 2 мостовими переходами у Миколаївськiй та Харкiвськiй областях. У нових обрахунках вперше додана сума збиткiв завдана лiсам України, яка за пiдсумками першого року повномасштабної вiйни, складає $4.5 млрд. Через вiйну, розпочату росiєю, продовжуються пошкодження та руйнування освiтнiх закладiв — таких наразi 3170. З-помiж них майже 1500 закладiв середньої освiти, 909 — дошкiльної, 528 — вищої. Станом на кiнець лютого 2023 року на $300 млн у порiвняннi з грудневими обрахунками зросли збитки сфери освiти — до $8.9 млрд. Зросли також збитки, завданi енергетицi України, сума яких складає $8.1 млрд. Збiльшення оцiнки втрат вiдбулось щодо ранiше завданих збиткiв ядернiй енергетицi, а також у зв’язку з оновленням розрахункiв про пошкодження об’єктiв з транспортування природного газу. Ще на $2.1 млрд зросла сума прямих втрат, завдана агропромисловому комплексу та земельним ресурсам. Наразi оцiнка збиткiв цiєї сфери складає $8.7 млрд. На кiнець лютого 2023 року суттєво зросла також кiлькiсть пошкодженого та зруйнованого транспорту. У порiвняннi з обрахунками на кiнець 2022 року кiлькiсть таких авто зросла на 28.5 тисяч. Загалом внаслiдок вiйни зруйновано або пошкоджено 223.4 тис автомобiлiв на $3.1 млрд. Збiльшилися також прямi витрати сфер торгiвлi та охорони здоров’я. За обрахунками експертiв проєкту на кiнець зими 2023 року сума збиткiв, завдана торгiвлi зросла до $2.6 млрд. А медичнiй галузi завдано руйнувань iнфраструктури ще на $100 млн, вiдтак загальнi прямi збитки цiєї сфери оцiнюються у $1.8 млрд. Водночас в останнiх пiдрахунках експерти проєкту KSE «Росiя заплатить» знизили оцiнку збиткiв промисловостi та пiдприємств з $13 млрд станом на грудень 2022 року до $11.3 млрд на кiнець лютого 2023-го. Зменшення вiдбулось через переоцiнку статусу пiдприємств пiсля надходження оновленої iнформацiї про результати пошкоджень активiв пiсля обстрiлiв. Окремi пiдприємства були перекласифiкованi та згодом увiйдуть до розрахункiв втрат iнших секторiв економiки. The damage assessment was carried out within the framework of the National Council for the Recovery of Ukraine from the Consequences of the war. The analytical team works together with the Ministry of Community Development and Territories, the Ministry of Infrastructure, the Ministry of Health, under the coordination of the Ministry of Reintegration Temporarily Occupied Territories and in cooperation with other relevant ministries and the National Bank of Ukraine. The amount of damage from the destruction of housing stock remains at the level of $53.6 billion. In total, over 150,000 residential buildings, including private, multi-apartment buildings, and dormitories, were damaged or destroyed. In second place in terms of the amount of damage is the sphere of infrastructure. According to the results of a year of full-scale war, damages in this sphere are estimated at $36.2 billion. During this time, more than 25,000 kilometres of state and local roads, as well as 344 bridges and overpasses were destroyed or damaged. According to the Ministry of Development of Communities, Territories, and Infrastructure Development, 78 bridges or overpasses on state-owned roads have been restored. Most of them were restored in Kyiv (20 out of 24 objects) and Chernihiv (20 out of 27 objects) regions. In 2023, 2 bridge crossings in Mykolaiv and Kharkiv regions were restored. In the new calculations, the amount of damage caused to the forests of Ukraine has been added for the first time. According to the results of the first year of the full-scale war, the damage amounts to $4.5 billion. Due to the war started by Russia, educational institutions continue to be damaged and destroyed, with the current number standing at 3,170. Among them, almost 1,500 are secondary education institutions, 909 are preschools, and 528 are higher education institutions. Damages caused to Ukraine’s energy sector have also increased, amounting to $8.1 billion. The increase in the estimate occurred in relation to previously caused damages in the nuclear energy sector, as well as in connection with updated calculations on the damage caused to natural gas transportation facilities. The number of damages caused to the agriculture complex and land resources has increased by another $2.1 billion. Currently, the estimate of damages in this area is $8.7 billion. Direct losses in trade and healthcare have also increased. According to the calculations of project experts, by the end of winter 2023, the number of damages caused to trade increased to $2.6 billion. The medical industry suffered infrastructure destruction of another $100 million, bringing the total direct losses of this area to an estimated $1.8 billion. At the same time, in the latest calculations, experts of the KSE project “Russia Will Pay” have reduced the estimate of damages to industries and enterprises from $13 billion as of December 2022 to $11.3 billion as of the end of February 2023. The decrease occurred due to the reassessment of the status of enterprises after receiving updated information about the damage to assets caused by shelling. Individual enterprises were reclassified and will later be included in the calculations of losses in other sectors of the economy.
